Customs Clearance Documents Required in Dubai

Core documents for UAE customs clearance include: the commercial invoice (must show buyer, seller, goods description, HS code, unit price, and total value), the packing list (showing gross weight, net weight, number of packages, and dimensions), and the bill of lading (sea freight) or airway bill (air freight).
Certificate of origin is required for most imports into UAE and is essential for claiming preferential duty rates under Free Trade Agreements. For goods from China, a Form E certificate issued by Chinese authorities enables 0% or reduced duty under the China-UAE CEPA. For GCC countries, a GCC certificate of origin applies preferential treatment.
Some cargo categories require additional documents: food and agricultural products require a health certificate and may require a phytosanitary certificate. Electronics require type approval from UAE authorities (ESMA or TRA). Pharmaceuticals require health ministry approval. Chemicals require a Material Safety Data Sheet (MSDS).
